From November 1st 2026, Japan will update its tax-free shopping procedures. Currenty tourists are able to purchase goods that are immediately tax-exempt at the point of sale, however from November of this year this will be changed to a refund method.
This new system will require tourists to file for the return at customs upon departure from Japan, prior to check in for their return flight. Tourists will still need to present their passport at the point of sale, which is then logged electronically for verification procedures.
Additionally, several simplifications to the current procedures will be implemented. Distinctions between general goods and consumables will be abolished. Although consumables will no longer need to be kept in sealed packaging, they will become ineligible for tax refunds if consumed within Japan. Additionally, the period for taking purchased goods out of Japan will be extended from 30 days to 90 days.
